This bill requires the California State University (CSU), community college districts, and private postsecondary educational institutions that receive state financial aid to defer the remaining balance of enrollment fees and costs for students who are currently or were formerly in foster care. The University of California (UC) is requested to do the same. This deferment will be in effect from the student's initial enrollment until they receive their first financial aid disbursement, and it covers a range of expenses including registration fees, mandatory campus fees, housing and meals, health insurance, and required books and supplies. The bill defines "foster youth" and "former foster youth" according to existing state law and requires verification by a financial aid administrator. This measure aims to ease the financial burden on these students as they begin their higher education journey.
