This bill establishes a new framework for licensed chiropractors to practice "animal chiropractic," which is defined as the evaluation and treatment of an animal's (any non-human animal) vertebral or extremity joint dysfunction or subluxation through chiropractic adjustment or soft tissue therapy. To practice animal chiropractic, a chiropractor must be registered with the State Board of Chiropractic Examiners as an "animal chiropractic practitioner," requiring specific certification from recognized organizations and ongoing continuing education. Without this registration, a chiropractor can only practice animal chiropractic under the direct supervision of a licensed veterinarian. Registered practitioners must also register their animal chiropractic premises, maintain detailed patient records, and obtain informed consent from animal owners, clearly stating that animal chiropractic is not a substitute for traditional veterinary care and that the practitioner cannot maintain primary responsibility for the animal's overall health. The bill exempts these registered practitioners from the Veterinary Medicine Practice Act, which regulates licensed veterinarians, and mandates that the State Board of Chiropractic Examiners consult with the Veterinary Medical Board on regulations concerning animal care standards. The bill also includes provisions for fees to register animal chiropractic premises, which will be deposited into the State Board of Chiropractic Examiners' Fund, making it an appropriation.
