This bill expands existing laws against the sexual exploitation of children by making it a crime to download, stream, or access through electronic or digital media any image or representation depicting a person under 18 years of age engaged in sexual conduct, in addition to the existing prohibitions against developing, duplicating, printing, or exchanging such material. It also broadens the definition of sexual exploitation within the Child Abuse and Neglect Reporting Act to include digitally altered or artificial-intelligence-generated matter that depicts a minor in sexual conduct, and clarifies that viewing such conduct through a video stream is not a crime for a child under 18. The bill aims to update these laws to address modern forms of digital media and online access to child sexual exploitation material.
