The bill clarifies that "a local coastal program" (singular) is submitted according to a set schedule, and it allows local governments the option to submit their LCP in one piece, in two phases (land use plans first, then zoning and other actions), or in separate geographic units if the commission agrees that cumulative impacts can be assessed independently.
