Violations of local ordinances governing this equipment cannot be punished as infractions or misdemeanors, and individuals cannot be arrested for such violations. The bill also clarifies that these regulations are a matter of statewide concern, applying to all cities, including charter cities, and includes provisions for state reimbursement to local agencies if the bill imposes state-mandated costs.
