This bill clarifies the requirements for parent volunteers in youth service organizations by defining a "parent volunteer" as a parent or legal guardian of a child enrolled in the same school where they volunteer. It specifies that these parent volunteers are not considered "regular volunteers," who are defined as volunteers over 18 years old with more than 16 hours of direct contact or supervision of children per month or 32 hours per year. Consequently, parent volunteers are excluded from the mandatory training on child abuse and neglect identification and reporting that regular volunteers and other staff must complete. However, parent volunteers will still be required to undergo a background check, similar to administrators, employees, and regular volunteers, to help identify individuals with a history of child abuse.
