This bill requires the State Department of Health Care Services to establish a task force by January 1, 2027, to thoroughly examine fraud risks within the Medi-Cal program, which is California's health insurance program for low-income individuals that also receives federal funding through the Medicaid program. This task force, composed of representatives from various state departments, county welfare agencies, managed care plans, provider groups, and law enforcement, will have six months to review existing methods for preventing fraud, identify areas where data sharing is lacking, and explore how successful strategies used by the federal government and other states could be implemented in California. By January 1, 2028, the task force must present its findings and recommendations to the Legislature, including proposals for standardized statewide fraud prevention procedures, potential regulatory changes, improvements in technology and data analysis, and effective strategies for responding to and recovering funds lost to fraud.
