This bill makes a minor, nonsubstantive change to existing law regarding the Preschool programs: QRIS block grant. The QRIS, or Quality Rating and Improvement System, is a system administered by the Superintendent of Public Instruction to help improve the quality of preschool programs, particularly for low-income children, by providing a tiered rating structure with increasing quality standards and offering support and incentives. This bill simply changes the wording from "is defined as" to "means" when defining what a QRIS and a local consortium are within the relevant section of the Education Code, without altering the substance of the program itself.
