This bill modifies existing law regarding community college districts offering baccalaureate (four-year) degree programs, primarily by changing the criteria for when such programs are considered duplicative of those offered by the California State University (CSU) and the University of California (UC). Previously, a community college program could not offer a degree or curriculum already offered by the CSU or UC. This bill now states that a community college program cannot offer a degree or curriculum that is "substantially similar" to a CSU or UC program within the community college's "geographic region" (its primary service area), unless the CSU or UC doesn't enroll students from that region in the same pathway or if there are documented unmet regional workforce needs that justify the program. The bill also revises the process for handling objections from CSU or UC, requiring the Chancellor of the California Community Colleges to convene meetings between the community college, the objecting CSU or UC, and to establish a written agreement before approving the program. New definitions are added for "documented unmet regional workforce need," "geographic region," and "substantially similar" to clarify these terms.
