This bill modifies existing regulations for horse racing satellite wagering facilities, which are locations where people can bet on races happening elsewhere. Firstly, it removes the restriction that satellite wagering facilities cannot be located within 20 miles of another existing facility or a live racing track, allowing this exception to apply statewide instead of just in the northern zone, provided the existing facility or track owner consents. Secondly, it reduces the number of satellite wagering facilities that the Department of Food and Agriculture can approve for joint licensing by the 1a and 5th District Agricultural Associations from three to two. Thirdly, it eliminates a requirement for a one-year test period to assess the impact of new facilities on state revenues and attendance at existing tracks and fair facilities. Finally, it expands the ability of fairs to contract for the operation and management of satellite wagering facilities to include thoroughbred meetings or simulcast wagering anywhere in the state, not just within the northern zone.
