This bill establishes the Climate Action Plan for Transportation Infrastructure (CAPTI) goals, which are a set of ten objectives aimed at making transportation more sustainable and equitable, including building an integrated rail and transit network, investing in safe and accessible active transportation infrastructure, promoting zero-emission vehicle infrastructure, reducing public health and economic harms in disadvantaged communities, improving roadway safety, assessing climate risks, reducing vehicle miles traveled, promoting compact infill development, developing a zero-emission freight system, and protecting natural lands. The bill mandates that these CAPTI goals, as established or updated by the Transportation Agency, must be applied where feasible within the "fix-it-first" approach, which prioritizes maintaining and improving existing infrastructure before building new, to various transportation programs such as the interregional transportation improvement program, the Transit and Intercity Rail Capital Program, the Local Partnership Program, the Trade Corridor Enhancement Program, the Active Transportation Program, and the Solutions for Congested Corridors Program. The Transportation Agency is authorized to update these CAPTI goals through a public process, and these updates will not be subject to the Administrative Procedure Act, which typically governs regulatory changes.
