This bill amends the California Environmental Quality Act (CEQA), which is a state law requiring government agencies to review the environmental impacts of proposed projects before approving them. Specifically, this bill expands the definition of "environment" to include the health and safety of people affected by physical conditions, and it clarifies that a "significant effect on the environment" can include exposing people to natural hazards or adverse environmental conditions. Furthermore, it mandates that environmental impact reports (EIRs), which are detailed assessments of a project's environmental effects, must now include a statement on any significant impacts that might arise from locating a project near existing or foreseeable natural hazards or adverse environmental conditions, or from attracting people to such locations.
