This bill modifies existing law regarding filing fees for projects reviewed under the California Environmental Quality Act (CEQA), which is a state law requiring environmental impact assessments for projects that could significantly affect the environment. Currently, project applicants and public agencies must pay a fee to the Department of Fish and Wildlife to help cover the costs of managing and protecting fish and wildlife. This bill changes the condition under which this fee is waived from a project having "no effect" on fish and wildlife to a project having "only a de minimis effect," meaning a minimal or insignificant impact. Additionally, the bill makes minor, non-substantive changes to the language of the law, including a correction to the name of an account related to ocean resources.
