This bill expresses the Legislature's intention to pass future laws that would shift the responsibility for providing ethics training to lobbyists from the ethics committees of each house of the Legislature to the Fair Political Practices Commission, which is the state agency responsible for enforcing campaign finance and lobbying laws. This new training would be available whenever a lobbyist needs it, rather than being offered at set times. Currently, existing law requires these ethics committees to conduct training sessions at least twice a year and to charge lobbyists fees for attending.
