This bill requires the State Energy Resources Conservation and Development Commission (commission) to expand its regular assessment of California's transportation fuels to include an evaluation of the human rights records of countries from which the state imports oil, the amount of domestic oil production needed to cease imports from countries with poor human rights records, and any California regulations that hinder domestic oil production. This assessment, which is already mandated to occur every three years starting in 2024, aims to ensure a reliable supply of affordable and safe transportation fuels in California and currently includes evaluating import needs, the impact of state regulations on fuel supplies, and the feasibility of alternative fuel specifications.
