This bill aims to enhance educational equity and streamline the process for addressing discrimination in schools. It modifies requirements for teacher instruction and instructional materials, shifting the focus from "accepted standards of professional responsibility" to ensuring instruction is "balanced, fair, factually accurate, fosters critical thinking, and is consistent with the adopted curriculum and standards." The bill also alters the procedure for appealing discrimination complaints, requiring the State Department of Education to notify a local educational agency (LEA) to issue an investigation report within 20 days before the Superintendent can intervene directly. Furthermore, if instructional materials are found to have caused unlawful discrimination, the Superintendent will ensure that LEAs remove all offending portions, rather than just omitting the entire material. Finally, the bill makes nonsubstantive changes to provisions regarding pupil mental health service notifications.
