This bill modifies existing law regarding the State Water Resources Control Board's authority to adopt regulations for measuring and reporting water diversion and use. Specifically, it removes the distinction between "initial" regulations and subsequent ones, requiring that all further regulations adopted by the board under these provisions must also be enacted as emergency regulations, which are a faster process for adopting rules deemed necessary for public welfare and bypass certain standard administrative procedures. These emergency regulations will remain in effect until the board revises them, and importantly, all such regulations, both initial and subsequent, are exempt from the California Environmental Quality Act (CEQA), a state law that requires environmental impact assessments for projects that could significantly affect the environment.
