This bill expands existing California law that regulates energy and water-efficient appliances to include not only the sale and offer for sale of new appliances but also their rental, importation, distribution, or lease, or any offer to do so, for end use within the state, regardless of where the seller or distributor is physically located. The State Energy Resources Conservation and Development Commission (Energy Commission) is responsible for setting these appliance standards and can also implement other cost-effective measures to promote the use of efficient appliances that consume significant energy or water. Manufacturers must certify that their appliances comply with these standards, and this bill broadens the scope of transactions that require such certification to encompass a wider range of ways appliances can enter the California market.
