This bill makes a minor, nonsubstantive change to existing California law regarding public postsecondary education, specifically to Section 66030 of the Education Code. The original law expresses the Legislature's intent that public higher education institutions should aim to create educational environments that are "educationally equitable," meaning they offer every Californian, regardless of their age, financial situation, or certain other characteristics, a fair chance to reach their full potential. This bill simply updates the wording from "his or her potential" to "their potential" to be more inclusive, without altering the fundamental meaning or intent of the law. The bill also reaffirms the responsibility of higher education governing boards to maintain multicultural learning environments free from discrimination and harassment, in line with state and federal laws.
