This bill, contingent upon funding, aims to improve educational outcomes for pupils with disabilities by expanding the "Supporting Innovative Practices" (SIP) project, starting in the 2027-28 fiscal year. The California Collaborative for Educational Excellence (CCEE), working with designated county offices of education, will administer and grow this project to increase opportunities for pupils with disabilities to learn in general education settings and to better support educators serving these students. The project will provide technical assistance to local educational agencies and charter schools on evidence-based practices for inclusion, support progress toward high school diplomas, and establish demonstration sites and professional learning opportunities. It will also collaborate with teacher preparation programs and early childhood providers to foster inclusive practices and will report annually on its activities and outcomes. The bill emphasizes that these efforts do not alter existing rights for pupils with disabilities to a free and appropriate public education.
