This bill amends existing law regarding electricity procurement and integrated resource plans, which are long-term strategies for meeting electricity demand. Specifically, it expands the types of pump hydroelectric facilities that the Department of Water Resources (DWR), a state agency responsible for water management and related power generation, can procure. Previously, the DWR could only procure pump hydroelectric facilities under certain conditions, including if they did not exceed 500 megawatts and received state funding before January 1, 2023. This bill adds an alternative condition: the DWR can now also procure pump hydroelectric facilities if they are exempt from licensing by the Federal Energy Regulatory Commission (FERC), a federal agency that regulates the interstate transmission of electricity, as well as wholesale electricity sales. This change aims to broaden the options for procuring eligible energy resources to meet the state's energy goals.
