This bill, effective January 1, 2028, allows unlicensed individuals employed by a structural pest control company to apply pesticides in Branch 2 (household pests, excluding fumigation) or Branch 3 (wood-destroying pests or organisms, excluding fumigation) for up to 60 days under the direct supervision of a licensed professional, provided they have completed at least 80 hours of documented training and have applied for their own applicator license. This provisional supervision period is intended to help address workforce shortages and support small businesses by easing the onboarding process for new employees, while requiring the supervising licensee to keep records of the training and the employee's license application.
