This change is intended to address situations where a person might be in control of a vehicle with advanced automation features while under the influence, even if they are not actively steering or accelerating. Because this bill expands the definition of a crime, it is considered a state-mandated local program, but no reimbursement is required for local agencies or school districts as the costs are associated with changes to criminal definitions.
