This bill requires the California Interscholastic Federation (CIF), a voluntary organization that manages interscholastic athletic activities in secondary schools, to update its guidelines for preventing and managing heat illness in student athletes by July 1, 2027. Specifically, for schools in extreme desert climates within Region Category 3, the CIF must allow outdoor practices and contests up to a Wet Bulb Globe Temperature (WBGT) of 93.5 degrees Fahrenheit, provided that additional safety measures are implemented, such as mandatory hydration breaks, reduced practice intensity, onsite monitoring for heat illness, enhanced acclimatization, and availability of shaded rest areas. The eligibility for these schools will be determined by objective climatic data, and while the WBGT threshold can be raised above 93.5 degrees Fahrenheit based on new research, it cannot be lowered below that level. This change aims to balance pupil health with practical considerations for schools in regions with prolonged high temperatures, as current restrictions are seen as overly restrictive and disruptive.
