This bill requires electrical corporations, by April 1, 2027, to propose new rules and tariffs to the Public Utilities Commission (PUC), which the PUC must approve by September 1, 2027, allowing these companies to design, build, own, operate, and maintain the electrical infrastructure on the utility side of a customer's meter that is needed to provide separate electrical service to hydrogen refueling stations, even if these stations are located at existing facilities that already receive electricity for other purposes. These new rules will enable electrical corporations to extend their existing electrical systems to a dedicated meter for hydrogen refueling stations, treating the installation costs similarly to other line extensions and allowing the recovery of capitalized costs through general rate cases, with the provisions set to expire on January 1, 2033.
