This bill expands the definition of "position subject to membership" within the State Teachers’ Retirement System (STRS) to include permitholders and certain administrative or supervisory positions at charter schools that are eligible to receive state funding, provided these positions require specific credentials or would require them if they were at a traditional school district. It also clarifies that certain positions at community college districts and superintendent positions at public schools are considered subject to membership. The bill moves the operative date for these changes to July 1, 2027, and extends the timeframe for members to file election forms for the Cash Balance Benefit Program, a retirement plan for employees working less than 50% of full-time, from 60 days to 90 days for both initial enrollment and for switching back to the Defined Benefit Program, which provides a traditional pension based on final salary and service.
