This bill makes a technical, nonsubstantive change to existing California law that governs air ambulance services, specifically clarifying provisions related to how enrollees and insured individuals are charged when they receive services from an air ambulance provider that is not part of their health plan or insurance network. The core of the existing law, which this bill aims to refine, ensures that if a person uses a non-contracting air ambulance provider, they will not have to pay more out-of-pocket than they would have paid if they had used a provider within their network; this maximum patient payment is referred to as the "in-network cost-sharing amount." The bill amends sections of both the Health and Safety Code (governing health care service plans, like HMOs) and the Insurance Code (governing health insurance policies) to remove the phrase "Notwithstanding Section [specific existing law section]" from the beginning of the relevant provisions, which are already in effect for contracts and policies issued, amended, or renewed on or after January 1, 2020.
