This bill, commencing with the 2027-28 academic year, requires the California State University (CSU), community college districts, and private postsecondary educational institutions and independent institutions of higher education that receive state financial assistance to extend enrollment and payment deadlines and avoid punitive actions for students whose financial aid awards, which include scholarships, grants, and loans, are delayed due to reasons beyond their control, such as delays in processing federal or state aid applications (like the Free Application for Federal Student Aid or California Dream Act Application), disbursement of grants (such as Cal Grant, Middle Class Scholarship, or federal Pell Grant), scholarship funding, financial aid office errors, federal loan disbursements, or institutional, state, or federal backlogs. The University of California (UC) is requested to follow the same guidelines. Punitive actions that institutions are prohibited from taking include restricting future enrollment, charging late fees or interest, or placing holds on academic transcripts. If the Commission on State Mandates determines this bill imposes costs on local agencies and school districts, reimbursement will be provided according to existing state law.
