This bill modifies the Lifeline program, which provides affordable basic telephone service to low-income households, by requiring the Public Utilities Commission (PUC) to administer the program neutrally, without favoring any particular technology or provider. It also introduces a 120-day freeze on transferring Lifeline benefits between eligible telecommunications carriers (companies that provide Lifeline service) after a subscriber enrolls, intended to prevent fraud and service disruptions. Furthermore, the bill expands eligibility by allowing up to three members of the same family or household to be Lifeline subscribers, whereas previously only one per household was permitted.
