This bill modifies the requirements for reimbursement of early childhood mental health consultation services provided in childcare settings. Previously, to be reimbursed, these services had to use a relationship-based model that included specific components like conducting mental health assessments twice per program year and, with parental consent, screening each child for adverse childhood experiences and buffering factors. This bill removes those specific requirements and instead mandates that the consultation service use a relationship-based model that includes, at least once per school year in each classroom, a classroom observation tool used in consultation with the classroom team to guide the consultant's activities and support. This change aims to streamline the process for providers while still ensuring that mental health consultations are informed by direct observation and collaboration within the classroom environment.
