This bill, known as the SHADOW Act (Strategic Hybrid Activities Defense and Operations for the West Act), aims to counter hybrid warfare activities that threaten U.S. interests and allies. It mandates the Secretary of State to assess and address the growing threat of hybrid warfare, which is defined as the use of a combination of military and non-military, covert and overt means to influence or destabilize U.S. interests, including information campaigns, cyber-attacks, economic pressure, and sabotage of critical infrastructure. The bill also establishes a Coordinator for Hybrid Warfare Accountability within the Department of State, responsible for coordinating interagency and allied efforts to assess, integrate, and disseminate information on hybrid threats, identify gaps in understanding, and support resilience efforts with allies. Furthermore, the Coordinator, in consultation with other federal agencies, must submit a report identifying Chinese entities that materially support Russia's defense industrial base and recommend appropriate sanctions or other measures, with the unclassified portion of this report to be publicly published. The bill also requires diplomatic engagement with foreign governments to promote transatlantic cooperation against hybrid warfare and encourages increased information sharing with NATO allies.
