This bill grants Roberto Carlos Lopez eligibility for lawful permanent resident status in the United States, meaning he can become a legal resident with the right to live and work in the country permanently. It overrides certain provisions of the Immigration and Nationality Act, which is the primary law governing immigration to the U.S., specifically those that might prevent him from obtaining this status based on existing records with the Department of Homeland Security or the Department of State as of the bill's enactment date. The bill also requires the Secretary of Homeland Security to cancel any existing removal or deportation orders against him. To benefit from these provisions, Roberto Carlos Lopez must file his application for an immigrant visa or adjustment of status, along with the required fees, within two years of the bill becoming law. If he is granted permanent residence, the total number of immigrant visas available to natives of his birth country will be reduced by one in the current or following fiscal year.
