This bill requires that vocational education agriculture programs be made available to all students in West Virginia, recognizing the benefits of agriculture to individuals and the state, such as increased self-sufficiency, food security, and economic contributions. A county school district can only end its vocational agriculture program if it has the lowest enrollment compared to all other vocational education programs offered by that district. If a program is terminated, the district must report its reasons to the Legislative Oversight Commission on Education Accountability, a body that oversees educational matters.
