This bill establishes a statewide urban design and specifications board, which will work with the Iowa State University of Science and Technology's Institute for Transportation to create and publish statewide urban design standards and specifications. This board will be composed of representatives from various state departments, engineering and construction organizations, and local government associations, with many members required to be licensed professional engineers. The board will also analyze changes to these standards and estimate their cost impact. Additionally, the bill mandates that any city project not adhering to the Department of Transportation's design standards and specifications must have a report submitted to the city council detailing the additional costs incurred due to these deviations, and cities will be prohibited from altering approved project design standards after a project has commenced.
