This bill relates to the national electrical code. The bill adopts the international energy conservation code, 2009 edition (national energy code), as part of the national electrical code applicable in this state. Current law requires the electrical examining board (board) to adopt rules for the state electrical code that are governed by the most recent version of the national electrical code issued by the national fire protection association. The bill requires the board to conduct an analysis of the change in the total cost of the average home built after January 1, 2027, due to any changes to the national energy code prior to adopting any changes to the national energy code. The board shall submit the analysis for publication in the Iowa administrative bulletin along with the notice of intended action. The bill requires the seller of a single-family dwelling constructed on or after January 1, 2027, to inform the buyer of the dwelling if the dwelling does not comply with the standards of the international energy conservation code, 2024 edition, published by the international code council. The bill takes effect January 1, 2027.
