This bill establishes new whistleblower protections for employees of public utilities in Missouri, defining a "protected person" as an employee who reports unlawful acts, serious misconduct violating public policy, or violations of laws or regulations by their utility, or who refuses to carry out a directive that would break the law. The Missouri Public Service Commission and the Office of the Public Counsel will each appoint an "ombudsman" to receive complaints from these protected individuals, keeping their identities confidential and their information in rate cases redacted. These agencies will then investigate the complaints, confirm receipt, allow the protected person to meet with investigators, rebut utility denials, and comment on preliminary reports, with all such input becoming part of the official record. Finally, the protected person will be notified of the investigation's outcome and will have the same legal remedies available as those provided under a different existing whistleblower protection law, with the Commission tasked with creating rules to enforce these new provisions.
