This bill proposes to amend Missouri law to give preferential treatment to agricultural products grown or produced within the state when the state makes purchasing contracts. Specifically, the Commissioner of Administration, or any state agent with purchasing authority, must favor Missouri-grown or Missouri-produced agricultural products if they are available in sufficient quantity, of good quality, and do not cost more than ten percent higher than similar products from outside the state. The term "produced" is broadly defined to include planting, growing, cultivating, harvesting, raising, collecting, processing, or manufacturing. This preference will be applied within the existing competitive bidding process, and bids for Missouri-grown or Missouri-produced agricultural products will receive a five percent bidding preference. This new provision is intended to supplement, not replace, any other existing laws that already mandate preference for Missouri-grown foods and products, and the Commissioner of Administration will be responsible for creating the necessary rules and regulations to implement this section, including specifications, quality standards, delivery times, and bidding preferences.
