This bill, amending the Stille-DeRossett-Hale single state construction code act, allows multiple-family dwellings with more than 4 but not more than 6 levels above ground level (or more than 3 but not more than 5 levels if the building has an occupiable roof) to have a single interior exit stairway under specific conditions. These conditions include having no more than 4 units per level, each level not exceeding 4,000 square feet of net floor area, and exit access travel distance being no more than 125 feet. The bill also mandates specific limitations on openings to the stairway enclosure, prohibits elevators from opening into it, requires a manual fire alarm and automatic smoke detection system that activates an occupant notification system, and specifies the placement of smoke detectors in common areas. Furthermore, it requires automatic sprinkler systems in the interior exit stairway to comply with standards for combustible stairways, prohibits electrical receptacles within the stairway, and stipulates that the dwelling must be located in a city or township served by a fire department accredited by the Commission on Fire Accreditation International, with a class 1 or 2 rating from the Insurance Services Office's public protection classification program, and meeting aerial apparatus requirements.
