This concurrent resolution states the Idaho Legislature's findings and directs the Medicaid Legislative Review Panel to study the implementation of comprehensive Medicaid managed care. Comprehensive Medicaid managed care is a system where the state contracts with private organizations to provide healthcare services to Medicaid beneficiaries, with most Medicaid recipients nationwide already receiving care this way. The resolution acknowledges that transitioning to this system is a significant and complex undertaking with broad impacts. To assist in this process, the Medicaid Legislative Review Panel, established in 2024 to review Medicaid contracts and make recommendations, is tasked with studying the impact of this managed care approach and providing guidance and recommendations on its implementation in Idaho. The panel is also authorized to hire a consultant or analyst, with legislative leadership approval, to conduct necessary economic and policy research to help the Legislature make informed decisions.
