This bill, by adding section 2130a to the Insurance Code of 1956, prohibits insurers from engaging in unfair practices related to residential property liability insurance, which is defined as insurance for properties primarily used for residential purposes like houses, condos, or apartments. Specifically, insurers are forbidden from canceling, refusing to issue or renew, increasing premiums, or imposing limitations on these policies based on the breed or mix of breeds of a dog residing at the insured property, or even from inquiring about a dog's specific breed. However, insurers can still take these actions if they are based on sound underwriting and actuarial principles that are unrelated to the dog's breed, such as a dog's history of aggression. This new provision will apply to policies issued or renewed on or after January 1, 2027.
