AI Summary

This bill, amending the "Fair Business Practices Act of 1975," prohibits any individual or entity from facilitating noncompete agreements among residential rental property owners or managers, including through the use of "algorithmic coordinating functions." An "algorithm" is defined as a set of rules for a computational process, and an "algorithmic device" is any tool that performs a "coordinating function," which involves collecting rental property data from multiple owners (who are not subsidiaries of the same parent company), analyzing it, and then recommending rental prices, lease terms, or occupancy levels. The bill also makes it illegal for rental property owners or managers to set or adjust these terms based on recommendations from such software or devices, with an exception for affordable housing programs. This legislation aims to prevent price-fixing and collusion in the rental market, with provisions for definitions, effective dates, and the repeal of conflicting laws.
