AI Summary

This bill repeals and replaces Chapter 14 of Title 43 of the Official Code of Georgia Annotated, which governs professions and businesses related to construction trades, establishing a new framework for the State Construction Industry Licensing Board and its five divisions: Electrical Contractors, Master Plumbers and Journeyman Plumbers, Conditioned Air Contractors, Low Voltage Contractors, and Utility Contractors. The new chapter aims to protect the public from unsafe installations by defining various contracting roles, setting licensing and certification requirements, including experience, education, and examinations, and outlining powers and duties for each division and the overall board, such as adopting regulations, assessing civil penalties, and handling disciplinary actions. It also includes provisions for reciprocity with other states, expedited licensing for military members, continuing education requirements for license renewal, and specifies exceptions to the licensing requirements for certain individuals and entities, while also amending a tax code section to redefine "small business" with tiered employee and gross receipt limits.
