This bill prohibits law enforcement officers in Minnesota from using tear gas, chemical weapons, and kinetic energy munitions against civilian populations. Tear gas, which are chemical compounds designed to irritate the eyes and respiratory system, will no longer be supplied or authorized for use by peace officers. The bill also defines chemical weapons as toxic chemicals and related munitions and devices designed to cause harm through their toxic properties, and kinetic energy munitions as projectiles like rubber baton rounds or those made of plastic, wax, wood, or rubber. Furthermore, it mandates that by November 15, 2026, a state board must create a model policy for law enforcement agencies to implement these prohibitions, and by January 15, 2027, every chief law enforcement officer must adopt and enforce a policy that is either identical or substantially similar to this model policy.
