This bill establishes new provisions for health care facilities to prevent workplace violence and expands the prescriptive authority of advanced practice registered nurses (APRNs). For workplace violence, facilities must create a committee, including nurses, physicians, and security personnel, to develop a written plan that defines workplace violence, protects employees who report incidents, provides annual training, outlines response procedures, and allows for adjustments in patient assignments to prevent further harm. Facilities must also offer post-incident services and cannot retaliate against employees who report violence. Regarding APRNs, the bill allows them to prescribe controlled substances, including certain Schedule II medications for specific patient groups like hospice and behavioral health patients, under certain conditions and collaborative practice arrangements with physicians. It also introduces provisions for APRNs who have accumulated significant practice hours to practice independently without a collaborative agreement, and clarifies rules around collaborative practice arrangements, including geographic proximity waivers and physician supervision requirements.
