This concurrent resolution, a formal expression of opinion agreed upon by both houses of the Idaho Legislature, declares that the current method for distributing state funds to public schools, known as the public school funding formula, is outdated and needs to be updated. This formula, which allocates over $2.5 billion annually to school districts and public charter schools, was last significantly changed in 1994 and no longer reflects current educational practices or student needs, which have evolved to include various learning models like virtual and blended education, as well as the specific requirements of students with special needs. Therefore, the resolution requests that the Idaho Superintendent of Public Instruction, after consulting with various stakeholders including the Governor's office, the State Board of Education, and educational groups, develop and present proposed legislation to the Legislature for a revised funding formula. This new formula should be designed to ensure the state fulfills its constitutional duty to provide a thorough and uniform public education system, promote student academic growth, be predictable and transparent, account for varying student needs through weighted enrollment, and fairly support all types of educational delivery systems. The Superintendent is directed to present this draft legislation and a financial analysis to the Joint Finance-Appropriations Committee by their fall meeting in preparation for legislative review.
