This bill establishes the Office of Hospice and Palliative Care Access and Quality within the Department of Health, which will be led by a director appointed by the commissioner. The office's primary role is to provide expertise and input on developing policies and regulations related to hospice and palliative care, ensuring that providers, workers, and patients are considered in these processes. It will also focus on improving patient care for those with chronic or life-limiting illnesses, facilitating communication between the department and providers, raising awareness and access to these services, and identifying and removing barriers to their utilization. Furthermore, the office will support innovative care models, develop and monitor quality metrics to increase access to high-quality end-of-life care, promote advance care planning, collaborate on education initiatives, and work to ensure equitable access to services for all communities across New York State. The commissioner and the director will jointly submit an annual report to state leadership and post it online, detailing the office's activities and recommendations.
