This bill repeals existing law regarding continuous improvement plans and training for schools and replaces it with new provisions requiring each school district and public charter school in Idaho to develop and submit a strategic performance plan to the state department of education. This plan must focus on improving student academic proficiency, growth, college and career readiness, and outcomes for at-risk and economically disadvantaged students, as well as local school board performance. The plan, developed collaboratively with input from various stakeholders, must include clear, measurable goals, evidence-based strategies, data on student outcomes, a vision and mission, and a plan for the local governing board's continued learning. Beginning with the 2027-2028 school year, these plans must be submitted annually by October 1st and include progress reports, covering at least a four-year period. The state board of education will adopt a matrix to evaluate school progress, giving significant weight to locally approved goals and alternative success measures. The bill also outlines a tiered system of support and intervention from the state department of education for schools that fail to demonstrate progress over consecutive years, including potential comprehensive reviews and state approval of instructional calendars. Additionally, the bill allocates funds for school board and leadership development training, allows public charter schools to use their existing performance criteria, and authorizes the state to withhold funds for non-compliance with plan submission deadlines. Finally, it eliminates certain non-federally mandated reporting requirements for schools.
