This bill amends existing Idaho law to require drivers on multilane highways to generally stay in the right-hand lane, only using the left lane for specific purposes like passing, preparing for a left turn, or when the right lanes are obstructed by slower traffic, and importantly, prohibits impeding other vehicles in the left lane. It also clarifies that vehicles in the left lane should not travel slower than vehicles to their right on the same roadway. Furthermore, the bill introduces a new provision for controlled-access highways, which are highways designed for high-speed traffic with limited entry and exit points, prohibiting drivers from impeding traffic flow in the extreme left-hand lane. Violations of these new left-lane rules on multilane highways and controlled-access highways will result in a $75 fine, and the Idaho Transportation Department will be directed to post signs to inform motorists of these changes, with the law taking effect on July 1, 2026.
