It outlines the process for school boards to authorize maximum project and construction costs, defines "building construction cost" to exclude site acquisition and development, and mandates public hearings within specific timeframes before submitting cost estimates or final bids to the Department of Education. If the authorized building construction cost exceeds a calculated "aggregate building expenditure standard," which is based on pupil capacity and adjusted for inflation, the school board's authorization must be approved by voters through a referendum. The bill also specifies what is included in "site acquisition" and "site development" and provides a detailed definition of "equipment and fixtures." The act will take effect 60 days after its passage.
