This bill, effective October 1, 2026, aims to promote the development of modular or prefabricated homes, which are defined as completely assembled and erected buildings containing one dwelling unit, excluding mobile manufactured homes. It mandates that zoning regulations must allow these homes to be built on any lot zoned for single-family homes without imposing substantially different conditions than those applied to traditional single-family dwellings. Furthermore, for each modular or prefabricated home developed under these new regulations for which a certificate of occupancy has been issued, municipalities will receive one-quarter housing unit-equivalent point, a credit used in determining affordable housing development progress under section 8-30g of the general statutes. This provision is integrated into the existing system for awarding points for various types of housing units, including those in transit community developments and set-aside developments, with specific criteria for income restrictions and unit types.
